Complete Monster

The Complete Monster is the worst of the worst in terms of villainy. These villains are simply pure evil, plain and simple. However, in order for a villain to be a complete monster, they must meet the following criteria for being a monster:

• A CM is reviled by everyone they meet. They are either hated or feared by the heroes and even the other villains.
• Their actions must be taken seriously at all times and should be heinous in-universe.
• They can never redeem themselves. Never.
• They always get grounded and get in dead meat.
• They should be part of being awful in By the numbers/least favorite.
